Instead, they're making Niacinamide which is probably 5%, to do all the grunt work. I'm not surprised as Cerave tries not to overload their products with too many actives. It defeats the purpose of the product being gentle enough to work across all skin types.
In a way, this formula works as everyone, including those with sensitive skin, can use it. Except you're sensitive to Niacinamide. As usual, it is alcohol, essential oil and fragrance-free.
